KAHULUI – In 2009, the backlog of repairs to the nation’s public wastewater systems was estimated by the American Society of Civil Engineers at $390 billion. But the private side of the systems – the lines from the public collection pipe back to the bathroom – is also deteriorating.

The bill could be equally daunting.

Steve Allen, owner of The Drain Surgeon in Kahului, said his employees see the problem “every day,” often disturbingly close to the ocean. Cast-iron pipes, above and below ground, corrode, sometimes in less than 20 years.

“The pipes are rotting right at the beachfront,” he said recently at the Kahului offices of his plumbing business.

Nobody routinely inspects for leaks, he said, adding that there is no legal requirement to do so. And, it’s unclear who (if anyone) is responsible for reporting them.

State Department of Health Deputy Director Gary Gill said “everybody” should report leaks, but there is no enumerated legal duty for professionals to do so, the way doctors and nurses are required to report suspected child or elder abuse.

Allen said he feels an obligation to help ensure the health and safety of the public.

But that doesn’t mean he reports his customers to the state health officials, although once he told one he would if the property owner didn’t fix a pipe that was leaking raw sewage into the ocean. The owner decided to pay to fix it.

Fines for violating the federal Clean Water Act by introducing sewage into navigable waters can run $25,000 a day.

Gill said fines are not common, but they have been imposed. (The Health Department is responsible for enforcing the federal regulations.)

Replacing decayed pipes for a single-family house, in an uncomplicated situation, costs $5,000 to $20,000, Allen said.

But the looming cost for thousands of home and business owners will be huge. At $10,000 a house, fixing a thousand homes will cost $10 million. In some areas, like Kailua on Oahu, Allen’s Plumbing is finding “house after house after house” with failed systems.

Gill said he thinks Allen has “uncovered a significant issue” concerning the probable extent of the problem of leaking private sewer lines.

Allen has made a poster that he takes to public meetings, which asks, “Who is responsible?”

“The property owner,” Gill said.

People don’t know their systems have failed, or, if they do, “until the toilet backs up, they don’t want to do anything about it,” Allen said.

Just because corrosion has eaten away a sewer pipe doesn’t mean there is a bad leak. Dave Taylor, now director of the county Department of Water Supply, worked for years as head of the county’s Wastewater Reclamation Division. He said that, in some soils, sewage encases the hole where the pipe was, solidifies, and the waste continues to flow where it was directed.

Not always, Allen said. At a West Maui restaurant, his crew found a “cavern” under what was left of the pipe, and raw sewage was going straight to groundwater, he recalled.

Allen has been astonished at how bad the situation is. “I cannot believe what we are seeing,” he said.

Apartment buildings within 100 or 200 yards of the ocean, with dozens to hundreds of units, have been found with the connection to the county wastewater system completely interrupted, he said.

The same situation can be found in private homes. Allen’s employee, Richard Hart, was cutting into a concrete pad at a house in Happy Valley to get to a line that remote inspection had shown was deteriorated. “I couldn’t understand why my saw blade was binding,” he said.

When he finished cutting out the 3-foot-square piece of concrete, he found out: It dropped down more than a foot into a hole where raw sewage had washed out the soil. “Right over a drinking water aquifer,” Allen said.

There’s no telling how long some of these situations have existed. At a 36-unit apartment in Kihei, Allen said he believes raw sewage was leaking into the soil “for nobody knows how many years.”

Public systems are regulated by the U.S. Environmental Protection Agency and the state Department of Health. There is no regular oversight of what happens on the private side of the pipes, at least not after the inspection required for a certificate of occupancy for new construction is completed.

Allen said he believes that failed systems should have their certificates of occupancy withdrawn, since they are no longer in compliance with the county plumbing code.

Gill said complaints about failures on the private side of county wastewater systems are referred to the plumbing inspectors of the county.

“If the property is not sewered, we would follow up on the complaint because in many cases the complainant is not sure what is causing the spill,” he said. “Since we would be conducting the investigation, we’d take the necessary enforcement action in those cases.”

Dean Higuchi, of the Honolulu office of the U.S. Environmental Protection Agency, said the federal agency has no authority over private systems. It is concerned with public systems, and it forced Maui County to spend many millions upgrading its public system in the 1990s because of chronic spills.

Many were blamed on clogs of food, oil and grease from commercial kitchens, which formed plugs in collection lines.

A county ordinance requires commercial kitchens to install grease traps.

There was much grousing, Allen said, about the expense, but it turned out to be “a double win.”

Spills are much less frequent, and the saved grease is used by Pacific Biodiesel to make renewable fuel.

Allen said he told restaurateurs that they should consider food, oil and grease recovery as a cost of doing business. “You produce it, you are responsible for it,” he said.

He said building owners should realize that replacing plumbing is a routine cost of owning the building. And one that may come up well before the overall structure needs major repairs.

Allen suggests that a homeowner whose cast-iron pipes are 20 years old, as a person concerned about the environment, should consider an inspection. The cost is $300 to $500, using remote sensing technology.

People on cesspools are home free. Their sewage just goes into a hole in the ground, where, if all is well, natural reactions clean up the sewage before it gets very far.

(The Health Department is on a campaign to close all large-capacity cesspools – defined as any with more than one family using it – but six years past the deadline, the state is still encountering old cesspools.)

Technology is coming to the rescue of homeowners and commercial building owners, Allen said.

Plumbers have known how to reline big pipes without digging for about 20 years, and in the last eight years, the equipment has become able to cope with small-diameter pipes.

There are various methods. A sleeve of fabric can be rolled into the pipe, then impregnated with (a very expensive) resin that sets up a rigid barrier that resists hydrogen sulfide, which eats pipe. Another method is to force through a kind of metal projectile with a hydraulic ram. This breaks up the old pipe and pushes it aside, simultaneously pulling a new line into its place.

Allen said he believes that a leak test – air or water – should be required when a house is sold, but as far as he knows, San Francisco is the only city that requires this.

“If I were a homeowner, or if I were a Realtor, I’d want it done,” he said.

Allen’s Plumbing does only repair work, no new construction, and Allen said he cannot keep up with the decayed pipe work.

More than once, he has had an owner decline to fix pipes.

That could be expensive. Gill said fines can only be imposed if the department can show willful negligence.

An owner who corrects a plumbing failure once it is discovered would probably not be a tempting target for fines.

Enforcement actions “can be complicated,” Gill said. The department can issue notices of violation, which can lead to fines; but it also uses warning letters to obtain compliance.

Allen had to invest many tens of thousands of dollars in new equipment (two sets of everything for his businesses on Maui and Oahu), and the business is not without risk on his side. If a remote repair fails and he has to dig to fix it, that’s his cost.

It isn’t just pipes in the ground that fail. Allen has cases where high rises have decayed pipes all through the building.

It used to mean jackhammering concrete to get at them, but at least sometimes now the relining can avoid that.

A European study found that the lifetime of cast-iron sewage pipes, which had been believed to be 50 years, is often only half that. Plumbing codes have begun to allow plastic pipe, which should last longer than cast iron, but Allen said the baby and construction booms of the 1950s and ’60s have bequeathed the nation millions of buildings whose plumbing is in danger of failing.

Allen said he has seen a building only 16 years old with all its pipes rotted out.

Repeated calls to address blockages are a sure clue that pipe failure has occurred, he said.

He said much attention is being paid to county injection wells, where the effluent is treated to remove most of the waste. But, “I just get a little bit bothered about the lack of awareness of the untreated, raw sewage that’s going into the ocean. There’s no comparison,” he said.

The Structural Pipe Lining Installation Process

1. The pipe lining contractor uses a water jetter or mechanical pipe cleaning brushes, remove all scale and corrosion deposits causing drain pipe backups in your broken underground sewer pipes
2. Then the pipe lining company uses a video camera to inspect the sewer plumbing pipes and gets a distance measurement for the trenchless underground pipelining
3. The pipe liner is cut to length and 100% epoxy resin is mixed and used to saturate the pipe sleeve thoroughly
4. The new liner is installed and the epoxy resin saturated pipe liner is allowed to harden under air pressure against the walls of the broken leaking pipe that needs replacement

Recent Project in Massachusetts:

Underground pipe restoration at a bank in the financial district on Pearl St., Boston, MA

Type: pipe lining of sewage drain line under bank

Problem: a 6” sewer main line running directly under a bank had cracked and was collapsing in areas causing toilet backups

Diagnosis: a very old drain pipe had corroded along its top due to H2S (hydrogen sulphide) gasses from sewage decomposition

Craftsman Pipe Lining has learned over the years that some pipes deteriorate along the top of the old pipe when corrosive gasses accumulate and form an acidic solution (sulphuric acid) that can dissolve the alkaline clay VCP pipes. The end result is a paper thin pipe rooftop that eventually collapses under the weight of the upper materials.

Due to security concerns, trenching under the bank to replace the pipe was not an option and going through the marble floors would be too costly in materials and services downtime. Fortunately for this customer, the old pipeline was still in sufficiently good condition to be cleaned and relined using Perma-Liner technology. Permaliner is the only equipment manufacturer offering air inversion pipe re-lining that only needs one access point for the pipeliner installation.

Over a weekend, Craftsman opened a small 2’x3’ section of the walkway outside the building to gain access to the elusive pipe. From there they opened the pipe, cleaned it, video inspected the pipeline to get distance measurements, and installed a 78’ pipe liner in the 6” pipe. None of the connections were covered up in the process, and after a 3 hour cure time, the new pipe liner was ready to be put back into service.

Craftsman was contacted by a large medical facility in Downtown Charlotte. They were experiencing repeated leaks in there fire suppression main and the cause of the problems was a very common one: microbially induced corrosion of their ductile iron pipes, where bacteria such as sulphate reducing bacteria (SRBs) can use sulphate commonly found in water as an energy source but produce corrosive sulphuric acid as a by-product. The result is a tubercle inside the pipe that quickly corrodes a hole through the pipe and also reduces flow and thereby pressure. Excavating the old pipe was not an option as it was located beneath 10’ of concrete.

Craftsman first sandblasted the inside of the pipes to remove all the deposits, after which two layers of epoxy pipe lining were applied to seal all leaks permanently. Since the epoxy is inert and resistant to a wide range of pHs and very smooth, it is a very tough barrier to SRBs and any deposit formations.

We received a call from local condo association regarding a complete stoppage in their sewer system. We were hired to replace or repair the damaged sewer pipe. A pipe lining crew was sent out to perform a sewer line inspection with video cameras. Our plumber located the problem; a large blockage from invading tree roots and the vertical sewer stacks in the walls were cracked and leaking. After estimating the job and preparing the materials, we cleaned the damaged pipe and removed all root growth and rust deposits. We then measured and cut the pipe liner material to specifications and mixed the resin and epoxy and saturated the liner. We used the inversion process to insert the liner into the pipe and then applied the appropriate air pressure. For the horizontal sewer pipes we shot the liner from the cleanouts and for the vertical sewer pipes we shot he liner from the rooftop. Air pressure also allowed the liner to bond to the original pipe.

This process took 3 hours to complete per sewer pipe. We finally performed a post video inspection before putting the pipe in service again. This same procedure is used in many upstream and downstream residential and commercial work sites.

Swimming Pool Pipe Lining

Problem: Cast iron pool return line rusted and leaking

Diagnosis: Corrosion due to chlorine, moisture and oxygen

Craftsman was contacted by the city regarding a commercial swimming pool that only seemed to leak when the pool pump circulation system was running. When the pumps were turned off, the water level stayed at the same place somehow. Our extensive swimming pool pipe leak diagnosis and repair experience immediately recognized the problem as a broken or cracked return line that leaks when it is under say 20psi pressure when the pump is running, which forces the crack open. But when the pump is off, the crack closes.

By isolating each return line and performing pressure tests on them, the culprit was found to be a 40’ long 4” cast iron pipe buried 6’ under concrete and interlocking pavers. What’s more is that the pipe split into two along its length feeding water to another part of the pool. This connection could not be covered up.

Other pipe lining companies had suggested draining the pool down to the level of the leak for the liner installation. Craftsman relined the pipe from the pump pressure side using their multi-sectional air inversion lining technique which lined the entire pipe without covering the pipe connection, and without draining 50,000 gallons of water. The inversion tank that shoots the liner into the pipe was simply pressurized enough to overcome 4.5’ of water pressure plus enough pressure for liner inversion. Care was taken to inflate the calibration bladder (that holds the curing pipe liner to the walls of the pipe) very slowly to ensure all water was displaced inside the pipe.

We received a call from an apartment complex in Forth Worth TX that tenants were not able to flush toilets and that water was coming up through sinks and showers. We used our SEE Snake to perform a video inspection of the pipe and found a collapsed sewer pipe underneath building 2. Trenching the area would be too costly so the apartment manager decided on CIPP trenchless pipe repair. Our mobile pipe lining facility dispatched and measurements of the pipes were taken. After cleaning out the sewer line, the new pipe liner and epoxy resin was installed inside the damaged walls of the old pipe through manhole sewer access points. Diagnosis: Corrosion due to moisture and oxygen

Craftsman was contacted by the Cathedral about their failing 125-year old roof drain system. There were 75 roof drain pipes, many of which were leaking behind the brick walls that were two feet thick. The roof drain pipes were over 100’ high reaching all the way up to the dome.

The failing drain lines had caused extensive water damage to the historic structure and excavation to replace the pipes would just cause even more damage. Additionally, there were several bends in the pipe. Another trenchless pipe lining company had attempted to rehabilitate one pipe, and in doing so had damaged the inner walls when they excavated a hole from which to drag in their pull-in-place lining.

Craftsman used air inversion technology to launch the pipe liner into the top of the drain lines from an elevated lift, thereby not touching the dome and not requiring an excavated hole from which to pull the liner into position. Only three drains were lined per day to ensure sufficient drainage was possible in the event of precipitation. The historic landmark suffered no further damage and the new inner pipes had a fifty warranty with an engineered life of 100 years.

Problem: Sewer drain stoppage for 6 condo units.

Craftsman got a call from a distressed property manager about sewer backups at a condo complex on W. Broad St. The main drain sewer pipe had been over flowing from cracks causing backups and sewage leaking in to the homes from beneath the surface. Our plumbing / pipe repair expert suggested a pipe inspection and started our high quality video inspection. The pipe filled with many imperfections, primarily with corrosion and joint leaks. The main culprit of this stoppage was a crushed section of pipe near a joint connecting the condo sewer to the city. Our mobile unit was called onsite and a trenchless sewer repair job was done. A large new pharmaceutical company in Austin was experiencing repeated leaks in their pressurized chiller lines. They provide cutting-edge research into HIV, H1N1, and other viral agents. Investigation indicated that inadequate corrosion control chemicals were used in their HVAC pipes, allowing the lines to oxidize and leak. Trenching to replace the pipes was not an option due to expense and downtime.

Craftsman was contracted to re-line 3600’ of 4” and 6” chiller pipes which were located 39’ down under landscaping, concrete and passages. Epoxy pipe lining was chosen to be the best alternative as even a minor reduction in internal pipe diameter was not feasible from an engineering perspective as flow rates were to be maintained. The new inner pipe coating is completely inert, cannot corrode and is resistant to a wide range of pH levels, including those of the sequestering and corrosion control agents that are continuously added to the chiller lines.

The work was scheduled over the 4^th of July holidays when the company was closed for annual maintenance.

Our sewer pipe repair dispatch received an urgent call from a homeowner looking for pipe lining companies in Indianapolis . The homeowner was experiencing a persistent foul sewer odor in their house had become really pungent during the winter months. Our sewer pipe video investigation showed cast iron drain pipes that were cracked along their length. During cold winter months, warm sewage fumes were being forced through these cracks in pipes upwards into the house by cold winter air flowing into sewage manholes.

High Rise Sewer Lateral Rehabilitation on E Maryland St.

• Symptoms – bottom floor units flooding when upstairs units flush toilets
• Diagnosis – separated clay pipe joints with root growth under parking lot

A property manager called late one Sunday evening: the toilets, tubs and showers in bottom floor apartments were flooding with sewage when upstairs apartments showered, flushed or washed dishes. At first we assumed they had broken pipes, cracked pipes, or severely damaged sewer pipes, but pipe video inspection showed that the clay sewer pipe under the parking lot had separated pipe joints and roots were growing into the pipes for water, causing drain backups.

We accessed the blocked sewer pipe through a cleanout near the building, from which we cleaned the root damaged pipe. Then we installed a new pipe liner along the entire length of clay VCP pipe. After 3 hours of cure time, the epoxy resin in the new pipe liner walls was hardened and the sewer pipe repair was complete. The joint less (jointless) new inner pipe will prevent root intrusion, corrosion of iron pipes, bridge missing pipe, and can be installed around, 22s, 45s and even 90s. This was the most basic type of pipeline rehabilitation we perform and is used for cities, governments, swimming pool owners, property managers, restaurant owners, motels owners, municipalities, apartments and other property owners.
